The Enlighten is a Birdman, Campaign ship that has the special Educate ability, which raises native government levels/tax income. The Educate ability raises native tax efficiency by 5% per turn. For example, Feudal governments give normal taxes (100% efficiency), while Monarchy gives 120% of taxes. After 4 turns in orbit, the Enlighten will have raised tax levels by 20%, and hence increased the government type. The maximum level the Enlighten can raise a planet to is 140% (Representative government).
