Design upgrade that gives a new "Deep Scanning" ability to the Watcher, giving it the ability to detect ships which pass by during a turn's movement phase. While deep scanning, the Watcher must be not moving, and not at a planet or in warp well. While deep scanning, the Watcher will be invisible to ships, except those at the same location.
