Instead of the traditional 500-ship global limit, players are instead limited in their ship count by the number of planets they control. So if a player has 50 planets under their control, they can build 50 ships (using default settings). This allows ships to be built throughout the game, instead of the usual frenzy of shipbuilding that happens before ship limit hits (usually around turn 30 in competitive games).
