If you have an Officer two Ranks above the max you can not join even if your officer in that race is below. Your "Highest Rank" applies in this situation if your current Rank is lower.
Likewise, if you have an Officer two Ranks above the minimum requirement then, even if your Officer in that race is below the minimum you'll be able to join.
