What impact the happiness will have is dependent on the happiness level after it has been changed. Apply all of the following as appropriate:
- Below 70 - No growth
- Below 40 - Rioting: If the colonists are rioting, then they will destroy 10 mines and 8 factories. Likewise, if the natives are rioting, then they will destroy 5 mines and 3 factories.
- Below 31 - No taxes may be collected. Also applies if below 31 prior to the change. Natives may not be taxed while below 31.
- Below 0 - Civil war: For each civil war, colonists and natives will kill each other (by 30% plus 100 clans), and destroy 10 mines and 8 factories. There may be two civil wars on the same planet, if both happiness levels are below 0
