VGA Planets caps the number of ships in a game at 500.
 
Priority Points are a system that by default kicks in once 450 ships have been built in a game, and allows the player to prioritize which starbases, and which players, build ships once they are destroyed in-game at the total ship limit,
 
Things that give you priority points:
* destroying a ship (any ship) gets you 1 point per 100kt of ship hull (rounded down) destroyed.  A ship below 100kt will give you 1 point.
 
0-199kt: 1 pt
200-299kt: 2 pts
301-399kt: 3 pts
etc.
 
* 1 PBP if you set off a glory device or colonize a ship.
 
Spending priority build points:
 
Every ship built will cost you 1 PBP per 50KT of hull; ships under 50kt will cost 1 point.
 
 
If you have more than 20 PBPs you might be able to both clone and do a normal build at the same starbase at the same time, if your PBPs don't drop below 20 during the builds/clones.
