Command Ship Ability

All ships at the location of the command ship that has fuel, which are not intercepting, will move before enemy ships and before minelaying. Ships will still fight after all other ships have moved.

This allows ships to move through a minefield which is newly-laid that turn, before it is laid, thereby avoiding mine hits.
